Summary:
The Financial Director is responsible for the comprehensive management of finance and accounting operations, including oversight of budgeting, audits, payroll, financial analysis, and compliance. This role requires strong leadership, expertise in governmental accounting, and the ability to adapt to evolving operational and regulatory environments.
Responsibilities:
- Direct and oversee all accounting operations, including general ledger, accounts receivable/payable, payroll, inventory, asset management, and project accounting.
- Lead the preparation, review, and presentation of annual budgets, financial statements, and comprehensive financial reports for internal and external stakeholders.
- Supervise and support staff in financial administration, audits, and compliance with governmental accounting standards and reporting requirements.
- Manage bond issuance administration, debt management, and ensure ongoing compliance with arbitrage and disclosure requirements.
- Coordinate financial analysis, rate modeling, and cash flow analysis for operational and capital planning, including facilities with outstanding bonds.
- Collaborate with senior management and various departments on financial policy, investment decisions, and employee benefit program impacts.
- Oversee the implementation and maintenance of financial systems, including upgrades and enhancements, ensuring alignment with organizational needs.
- Provide timely research, administrative support, and presentations to management and boards, while maintaining confidentiality and high professional standards.
Qualifications:
- Bachelor’s degree or higher in finance or accounting.
- Minimum five years of management experience in financial roles, with increasing responsibility.
- Demonstrated experience with governmental accounting, preferably in municipal, state agency, or government authority settings.
- Possession or ability to obtain CPA, GFOA, or related certifications.
- Advanced knowledge of financial systems (such as Workday), budgeting, audits, and financial reporting.
- Strong leadership, communication, and presentation skills, with the ability to manage and develop teams.
- Excellent analytical, organizational, and problem-solving abilities, including experience with complex financial and bond transactions.
- Proficiency in computer applications including word processing, spreadsheets, email, and databases.
- Valid Class "C" Texas Driver’s License and ability to meet insurability requirements.
- Ability to work extended hours, travel as needed, and perform duties under tight deadlines.
- Physical ability to perform standard office and occasional field tasks, including lifting up to 40 pounds and wearing PPE as required.
